RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN


ON APPROVAL OF THE PROCEDURE FOR AWARDING MUHAMMAD AL-KHWARIZMI INTERNATIONAL PRIZE OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN



In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan dated May 7, 2020 No PD-4708 "On measures to improve the quality of education and research in the field of mathematics" the Cabinet of Ministers decides:

  1. 1. Inform that according to paragraph 14 of the Presidential Decree dated May 7, 2020 No PD-4708 "On measures to improve the quality of education and research in the field of mathematics", Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan was established. The purpose of this international prize is to award scientists, who proposed a solution to a specific outstanding problem in fundamental or applied research in mathematics.
  2. 2. Confirm the regulations on the procedure for awarding Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan according to the appendix.
  3. 3. Ministry of Innovative Development of the Republic of Uzbekistan together with other interested ministries and departments bring the accepted regulatory legal acts into accord with this resolution.
  4. 4. O.M.Umarov – the adviser to the Prime Minister of the Republic of Uzbekistan, the head of the department of IT-technologies, telecommunications , and improvement of innovation, and I.Yu.Abdurakhmanov – Minister of Innovative Development of the Republic of Uzbekistan are charged to control of execution of this resolution.

On the procedure for awarding Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan


Chapter
Chapter 1. General rules
  1. 1. This Charter determines the procedure of awarding and preparation of suggestions on awarding Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan (further - the prize).
  2. 2. The prize is awarded individually to scientists (including foreign citizens and stateless persons) who proposed a solution to a specific outstanding problem in fundamental or applied research in mathematics.
  3. 3. The following basic concepts are used in this Charter: observing - an action aimed at searching, recording, and collecting information published in various sources purposefully; scientific result - a product of research or innovation published and recorded in sources; scientific achievement - the result of intellectual activity, representing new knowledge or a specific solution; expert evaluation - a method of evaluating scientific results and scientific achievements on the basis of the conclusion of an individual expert or a group of experts.
  4. 4. Each scientist can be awarded the prize for one or more accomplishments in the field of mathematics.
  5. 5. The prize is given every two years by the President of the Republic of Uzbekistan at the suggestion of the Republican Council of Science and Technology (further - the Council) in three areas (research in the field of fundamental mathematics, research among youth, and research that provides a solution to a problem in the real sector of the economics).
  6. 6. Proposals for candidates on the prize are formed on the basis of regular observations conducted by the Mathematical Society of Uzbekistan (further- the Mathematical Society) and submitted to the Ministry of Innovative Development of the Republic of Uzbekistan (further- the Ministry).
  7. 7. Based on the proposals of the Mathematical Society, the Ministry prepares recommendations on candidates and submits them to the Council for consideration.
  8. 9. The procedure of awarding the prize is carried out in accordance with the scheme provided in the Appendix to this Charter.

Chapter 2. Conducting observations to identify achievements in the field of mathematics

  1. 10. In order to determine the achievements in the field of mathematics and prepare the initial list of candidates for the prize, the Committee for the preparation of proposals to Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan (hereinafter - the Committee) is established.
  2. 11. The Committee is composed of experts who are members of the Mathematical Society and approved by the decision of the meeting of the Mathematical Society, the Chairman of the Committee, the vice-chairman, and the secretary are appointed. Experienced foreign experts in the field of mathematics, who are members of the Mathematical Society, may be included in the Committee.
  3. 12. In the observations to identify the scientific achievements in the field of mathematics:
    • • For research in the fundamental field: Compiled sources of scientific publications, including journals in well-known indexed databases; In periodicals and well-known scientific journals; On the research among youth: Compiled sources of scientific publications, including journals in well-known indexed databases; In periodicals and well-known scientific journals; On the Internet information network for scientific proposals and recommendations of young people;
    • • On research that provides a solution to the problem in the real sector of economics: Compiled sources of scientific publications, including journals in well-known indexed databases; In periodicals and well-known scientific journals; The scientific results published in the Internet network on the provision of a solution to a specific problem in the real sector of economics.
  4. 13. The following cases are not considered in awarding: Previously awarded results; Scientific achievements previously considered, but not recommended for the award by the Council; Applications by interested organizations or individuals for nominations for the award.
  5. 14. The members of the Committee will prepare conclusions for the relevant scientific achievements based on the results of the observation.
  6. 15. By March of the year in which the prize is presented, the Committee will summarize all the conclusions and discuss them at the meeting of the Committee.
  7. 16. The results of the observation to determine the achievements in the field of mathematics and the list of candidates for the prize are registered formally in the meeting statement of the Committee and submitted for consideration at the general meeting of the Mathematical Society.
  8. 17. The Mathematical Society will ensure the impartiality of the observer in choosing the candidates and the absence of interference of the interested organization or individual in the proposals for the candidates.

Chapter 3. Preparation of recommendations on candidates for the prize

  1. 18. Proposals on candidates for the prize are approved by the statement of the General Meeting of the Mathematical Society and registered formally in the form of a list of candidates for the Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan (hereinafter – the list of nominations).
  2. 19. The Mathematical Society will submit to the Ministry the proposals for nominations for the prize by April of the year in which the prize is presented, with the following documents: Recommendation letter; List of candidates; A copy of the committee meeting statement; A copy of the general meeting statement of the Mathematical Society; Reference on each candidate; Information on the scientific achievements of candidates in the relevant field.
  3. 20. Within a month, the Ministry will review the list of candidates and related documents for compliance with the following: The results of the observation to identify candidates and the proposals should be prepared in accordance with the requirements of the Regulation; The authenticity of the sources, which scientific results are published, reflecting scientific achievements; Scientific achievements and proposals for candidates are not repeated in the relevant areas, have not previously been nominated for the Award in other areas.
  4. 21. Recommendations for candidates for the prize are registered separately for each direction and candidate.
  5. 22. If the documents submitted by the Mathematical Society do not meet the requirements, the Ministry will demand the correction of the documents on the relevant candidates or the inclusion of other candidates in the relevant areas.
  6. 23. The rules of registration of the results of observation, proposals, and recommendations on candidates will be established by the Council.
  7. 24. By the end of June of the year in which the prize is presented, the Ministry will submit to the Council for consideration the recommendations on the candidates for the prize and the documents on the scientific achievements of the candidates on the official letterhead of the Ministry.

Chapter 4. Review of recommendations and preparation of proposals for candidates for the prize

  1. 25. The proposal of the Council on awardees is made out in the form of nominations (further – nominations) on candidates for the Muhammad Al-Khwarizmi International Prize of the President of the Republic of Uzbekistan.
  2. 26. Two weeks before the meeting of the Council, the candidates for the Award and the documents related to their scientific achievements will be submitted to the members of the Council. The candidates, who are nominated by the members of the Council for the Award shall not participate at the meeting of the Council and have the right to know the decision of the Council and other materials related to this issue.
  3. 27. The decision to nominate for the prize shall be made at the meeting of the Council by open voting. A presentation may be prepared on a candidate who receives two-thirds of the votes of the members of the Council at the meeting.
  4. 28. The results of consideration of candidates for the prize are formalized in the Council statement.
  5. 29. The list of candidates and a brief description of their work shall be approved in the Council statement with the relevant appendix; based on it a nomination shall be prepared.
  6. 30. The nomination, signed by the Chairman of the Council, is sent to the Administration of the President of the Republic of Uzbekistan no later than August 25 of the year in which the prize is given.

Chapter 5. Presentation of the prize

  1. 31. If the nomination is approved, the winners will be awarded a one-time cash prize of the equivalent of $ 50,000.
  2. 32. Financing of the expenses connected with payment of a monetary award to the prizewinner is carried out within the means allocated to the Ministry from the republican budget of the Republic of Uzbekistan as the distributor of the first-level budgetary funds.
  3. 33. Winners are encouraged to participate in events organized by the Mathematical Society, to conduct research in collaboration with Uzbek scientists, and to apply the results of their research in the field of mathematics, including the results of prize-winning work in Uzbekistan.
  4. 34. Information about the winners will be published in the national press and mass media, including foreign media.

Chapter 6. Closing rules

  1. 35. Materials of the candidates for the award are considered, stored, and not returned.
  2. 36. Persons who violate the requirements of this Charter shall be liable by law.
